This program takes the output file from shift_text which gives the x,y coordinates of shifted triple line vectors.  This program will calculate the percentage of them that fall within a certain distance from the origin.    The deviation parameter is the width of binning that is used for this calculation

The first line is the base name of the file that contains the line segments in the TSL output format, as in:
segments_NNN.txt
This name MUST be 8 characters.

The second line is to indicate whether or not the segment files have headers.
